Department of Human Services to establish a five-year pilot program beginning in 2026 providing $5,000 annual supplemental income grants to eligible households, payable monthly, quarterly, or as a lump sum

Eligible households must have at least 3 family members residing together, all Tennessee residents, with adjusted gross income not exceeding $30,000, and at least one dependent claimed on federal tax returns

Program funded through a new supplemental income grant fund receiving gifts/donations from excise and franchise taxpayers, federal grants, and the state's revenue fluctuation reserve

Pilot program terminates December 31, 2030, with remaining unallocated funds returned to the revenue fluctuation reserve

Takes effect immediately upon becoming law
