Creates the "Promising Futures Early Learning Fund" in the state treasury, funded by 100% of excess lottery proceeds not used for other scholarships, early learning programs, after school programs, or K-12 capital projects, beginning July 1, 2025

Establishes the Promising Futures Early Learning Scholarship Program by July 1, 2026, with up to 5,000 scholarships at a maximum of $4,500 each in the first year, expanding in subsequent years as funding permits

Eligible children must be at least 6 weeks old and not yet kindergarten-eligible, reside in households with income up to 150% of state median income, and have parents/guardians who work at least 30 hours per week or attend postsecondary education full-time

Scholarships can only be used at high-quality early learning programs that meet evidence-based quality standards, with funds paid directly to the programs rather than to parents

Department of Education must report annually to the legislature on program outcomes beginning December 31, 2027, and administrative costs are capped at 10% of the fund balance
