Establishes formal definitions for "civilian overseas voter," "federal-only voter," and "military voter" (including active/reserve military, National Guard, Merchant Marine, and their spouses/dependents) for UOCAVA absentee ballot purposes

Requires documentary proof of U.S. citizenship (such as REAL ID-compliant identification, valid U.S. passport, military ID with birth record, naturalization certificate, or certified birth certificate) for temporary voter registration applications

Civilian overseas and federal-only voters must also provide documentary proof of overseas residence, such as a foreign lease, financial records, or foreign government documents showing their overseas address

Allows military and overseas voters to request blank absentee ballots electronically via email, but prohibits returning completed ballots electronically—all voted ballots must be returned by U.S. mail or commercial carrier and received by the close of polls on election day

Requires the Secretary of State to establish a free tracking system allowing UOCAVA voters to verify their ballot request status, delivery, receipt, and whether their ballot was counted
