Expands civil liability protections for firearm and ammunition manufacturers, dealers, and sellers by prohibiting lawsuits resulting from criminal or unlawful misuse of their products by third parties

Broadens the definition of "qualified product" to include body armor, silencers, magazines, optical sights, tasers, pepper spray, knives, and other weapon accessories

Requires plaintiffs in lawsuits against firearm industry defendants to prove by clear and convincing evidence that the defendant directly caused the alleged damages

Blocks enforcement of out-of-state judgments against firearm industry defendants that would violate Tennessee's public policy, with penalties of three times the judgment value plus attorney fees for violators

Strengthens state preemption of local firearm regulations by limiting local governments to only ordinances or resolutions expressly authorized by state law, effective July 1, 2025
