Requires transportation network drivers (rideshare drivers) to obtain a transportation network license from the Tennessee Department of Commerce and Insurance before operating in the state

Limits eligibility to individuals with a valid Tennessee driver license, with exceptions for residents of DeSoto County, Mississippi and Crittenden County, Arkansas who provide proof of residency

Licenses are valid for one year and renewable online; the department may suspend or revoke licenses for serious traffic violations, criminal offenses, or good cause

Prohibits unlicensed drivers from accepting rides originating in Tennessee, and prohibits transportation network companies from authorizing unlicensed drivers to do so

Imposes a $1,000 civil penalty per violation on companies that allow unlicensed drivers to operate; willful or wanton disregard may result in suspension or revocation of the company's ability to operate in Tennessee

Effective January 1, 2026 for all substantive provisions
