Prohibits foreign nationals from contributing to or participating in decision-making for political campaign committees that support or oppose ballot measures in Tennessee

Requires committee treasurers to certify that no preliminary activities were funded by foreign sources and to obtain donor affirmations that contributors are not foreign nationals and have not received more than $100,000 from prohibited sources in the preceding four years

Mandates that persons making independent expenditures supporting or opposing measures must certify to the registry of election finance within 48 hours that they have not accepted funds exceeding $100,000 from prohibited sources

Establishes penalties including statutory damages up to twice the prohibited contribution amount, with up to three times damages for knowing or willful violations; requires refund of prohibited contributions within 30 days of a violation finding

Protects donor privacy for tax-exempt organizations by prohibiting government disclosure of donor identities unless a final determination finds the donor violated the law; unauthorized disclosure is a Class A misdemeanor
