Requires all LEAs and public charter schools to annually implement an evidence-based substance abuse and violence prevention program for students in grades 3-12 to reduce tobacco, alcohol, and illicit drug use

Programs must include drug-prevention education promoting anti-drug norms, drug-refusal skills, and life skills training covering personal self-management and social skills

Prevention programs must be provided to students throughout the school year, not just as a one-time event

New programs must supplement, not replace, existing requirements including DARE, character education, coordinated school health programs, and family life instruction

Takes effect July 1, 2025, beginning with the 2025-2026 school year
