Expands the Tennessee Higher Education Commission from 19 to 21 members, with the speaker of the senate and speaker of the house each gaining authority to appoint 2 at-large public members (previously all appointed by the governor)

Increases state university board membership from 10 to 12 members, reducing governor appointments from 8 to 6 voting members while granting each legislative speaker 2 appointments each

Reconstitutes the University of Tennessee Board of Trustees from 11 to 14 members, with the governor's appointments reduced from 10 to 8 and each legislative speaker receiving 2 appointments

Sets initial terms for new legislative speaker appointments at 6 years, with subsequent appointments also serving 6-year terms; members may serve up to 2 consecutive terms with a 4-year waiting period before reappointment

Requires at least 8 of 11 voting state university board members and at least 6 of the University of Tennessee trustees to be Tennessee residents; members missing more than 50% of regular meetings in a calendar year are subject to removal
