Mandates electric utilities to submit site assessments describing new generating units required, substations to be used, and anticipated transmission voltage needed to serve the HEUF

Localities may optionally require assessments of impacts on water, agricultural resources, parks, historic sites, and forestland, and may request guidance from the Department of Environment and Conservation

Exempts expansions or modifications of already-approved facilities if the expansion adds less than 100 MW of additional power
