Creates "Akilah's Law" making it an offense to sell, offer to sell, deliver, or transfer a firearm to a person knowing they have been a patient in a mental institution within the previous 5 years

Defines "mental institution" as any hospital, institution, clinic, evaluation facility, mental health center, or part thereof used primarily for the care of persons with mental illness

Covers both voluntary and involuntary admissions to mental institutions

Excludes from the restriction those who received voluntary treatment solely for alcohol abuse disorder with no secondary substance abuse disorder or mental illness
