Grants eligible state employees 6 workweeks of paid leave for the birth of a child, adoption placement, or becoming a foster parent of a minor child

Requires employees to provide 30 days' notice to their appointing authority, or as soon as reasonably possible if learning of the event less than 30 days in advance

Limits paid parental leave to 6 workweeks within any 12-month period, regardless of multiple qualifying events; leave does not need to be taken consecutively

Defines eligible employees as full-time state employees with at least 12 consecutive months of service with specified state entities

Terminates foster parent leave when the child is no longer placed in the foster parent's home or custody
