County legislative bodies, including metropolitan governments, may set lower speed limits on county-maintained roads and must erect appropriate signs and traffic signals

Counties may delegate speed limit authority to the chief administrative officer of the county highway department if the department employs a qualified engineer to complete required traffic investigations

Engineering and traffic investigations for establishing county speed limits must follow established traffic engineering practices and conform to the Manual on Uniform Traffic Control Devices (MUTCD) and state supplemental guidelines

In counties with a commission form of government, the board of commissioners holds the speed limit authority

Effective immediately upon becoming law (approved April 3, 2025)
