Prohibits LEAs and public charter schools from suspending or expelling students in pre-K through 2nd grade unless the student's behavior endangers the physical safety of other students or school personnel

Limits suspensions for pre-K through 2nd grade students to a maximum of 3 days, even when behavior poses a physical safety threat

Requires schools to allow the student's emotions to subside and hold a conversation with the student and parent/guardian about the behavior and underlying issues before any suspension occurs

Mandates same-day notification to parents or legal guardians when a suspension is issued

Takes effect for the 2025-2026 school year and all subsequent school years
