Restricts who may submit electronic records to county registers of deeds to licensed attorneys, banks, credit unions, federally chartered lending institutions, licensed title insurance companies, regulated loan providers, and government entities

Requires county registers to only accept electronic documents transmitted by electronic filing vendors on behalf of these authorized persons

Places responsibility on electronic filing vendors—not county registers—to verify that submissions come from authorized parties

Makes electronic filing vendors liable for damages resulting from transmitting documents from unauthorized submitters

Takes effect July 1, 2025
