Establishes a biennial September session of the Tennessee General Assembly, convening the Tuesday after Labor Day in odd-numbered years and adjourning by September 30

Limits new legislation to 99 bills and resolutions during September sessions, with House members allowed 1 bill each and Senate members up to 3 bills each, pre-filed by noon on the third Thursday in August

Exempts local bills, private acts, memorializing/congratulatory resolutions, procedural resolutions, and supplemental appropriations bills from the 99-bill cap

Extends campaign fundraising restrictions to cover September sessions, prohibiting legislators, the governor, and political party committees from soliciting or accepting contributions during session periods

Takes effect immediately upon becoming law and must be funded through the existing legislative session budget
