Establishes a community-based organization grant program to support 501(c)(3) nonprofits with at least 5 years of service in economic development, education, poverty, health, housing, or social services

Creates a special grant fund with an intended initial appropriation of $1,000,000 in fiscal year 2025-2026, with individual grants ranging from $10,000 to $100,000

Establishes a 9-member community grant advisory board to administer the program, with members appointed by the governor and legislative speakers, including representatives from community organizations, county government, and city government

Requires annual reports to legislative finance committees by March 1 each year and quarterly progress reports from grant recipients

Takes effect July 1, 2025, with initial board member terms beginning October 1, 2025
