Department of Correction must conduct a study on constructing and operating a reentry facility to house inmates transitioning back into the community

Study must evaluate inmate eligibility criteria, housing inmates no earlier than 2 years before release eligibility, costs of state-funded versus public-private partnership options, and recommended facility locations

Study must assess resources needed including community and law enforcement partnerships, survey similar facilities in other states, and develop an implementation strategy

Report with findings and recommendations, potentially including legislation, due to legislative speakers by January 1, 2026

Department must fund the study from existing resources, including its reserve fund; takes effect immediately upon becoming law
