Exempts certain federal programs from approval requirements, including Medicaid, TennCare, emergency declarations, transportation financing, federal entitlement programs, WIC, and major education funding (ESEA, IDEA, school lunch, Perkins Act)

Mandates annual reporting by February 1 from each state department to the Joint Committee on Ways and Means summarizing federal block grant allocations, expenditures, unexpended funds, and returned amounts from the preceding fiscal year

Takes effect July 1, 2025, applying to federal aid applications submitted on or after that date, and to acceptances without prior application on or after July 1, 2026
