Prohibits employers receiving state economic development incentives from entering into community benefits agreements with third-party groups, organizations, or community entities

Defines "community benefits agreement" as any agreement that binds an employer to fund community services/amenities, establishes employment criteria including wage and hour requirements, or requires use of unionized workforce

Restricts agreements that impose obligations on employers regarding employment practices, benefits, or operations not directly related to performance of duties under the economic development incentive

Applies to contracts, agreements, and understandings executed, renewed, or modified on or after July 1, 2025

Takes effect July 1, 2025
