State department of education must allocate funds for one full-time licensed school counselor at each high school with at least 600 students in grades 10-12, subject to appropriation

LEAs already meeting a 1:250 counselor-to-student ratio may use funds to offset existing counselor costs rather than hiring additional positions

Counselors funded under this program must spend at least 70% of their time working directly with high school students on preventative, developmental, and guidance services

Funding is supplemental to existing TISA allocations and requires separate appropriation by the General Assembly

Effective July 1, 2025, applying to the 2025-2026 school year and thereafter
