Expands the list of organizations that may submit qualified candidates for the assisted-care living facility industry representative on the Health Facilities Commission to include Tennessee Center for Assisted Living, LeadingAge Tennessee, and Argentum

Requires the commission to ensure all nursing home inspections are completed within 15 months by January 1, 2027, with a compliance plan report due to the general assembly by June 1, 2025

Directs the commission to negotiate with the federal Centers for Medicare and Medicaid Services for procedural flexibility, including pursuing a block grant waiver under 42 U.S.C. § 1395aa

Mandates a progress report on federal negotiations be submitted to legislative leadership and relevant health committee chairs by January 31, 2026

Takes effect immediately upon becoming law; passed April 10, 2025 and signed by Governor Bill Lee on April 24, 2025
