Amends Tennessee Code to exclude certain independent activities from the legal definition of "neglect" for children whose basic needs are met and who are of sufficient age and maturity

Protected activities include walking, running, or bicycling to and from school, as well as traveling to nearby commercial or recreational facilities

Allows children to play outdoors and remain home unattended for reasonable periods without parents facing neglect charges

Applies changes to both juvenile court proceedings (Title 37) and criminal child abuse/neglect statutes (Title 39)

Takes effect immediately upon becoming law
