Expands the definition of "goods" under public purchasing law to include all improvements to real property such as buildings, structures, equipment, fixtures, and anything permanently attached to real property (excluding the real property itself)

Authorizes local governments to purchase goods and services through federal General Services Administration (GSA) contracts or other federal open purchase contracts, either directly or through state agencies

Permits local governments to buy directly from GSA schedule contract vendors without requiring bids or quotations, provided purchases are made at the vendor's current GSA schedule price

Excludes most motor vehicles from GSA purchasing, except those manufactured for a special purpose as defined in existing law

Allows local governments to negotiate their own terms and conditions in lieu of GSA terms when making such purchases; takes effect immediately upon becoming law
