Creates a new offense for knowingly obtaining or exercising control over a motor vehicle with intent to deprive the owner and without their consent, punishable as theft based on the vehicle's value

Establishes a separate Class E felony for exercising control over a motor vehicle while knowing you lack the owner's permission

Makes possession of a firearm that a person knows or reasonably should know is stolen a Class A misdemeanor

Allows existing affirmative defenses under § 39-14-107 to be used in stolen firearm possession prosecutions

Effective date: July 1, 2025
