Creates "Savanna's Law," establishing a publicly accessible Tennessee Bureau of Investigation registry for "persistent domestic violence offenders" — individuals with at least two convictions for offenses against domestic abuse victims

Registry includes offender's name, date of birth, conviction date, county of convictions, and current photograph, but excludes addresses, social security numbers, and identification numbers

Requires a $150 registration fee: $50 retained by courts for administration, $100 directed to grants funding family violence prevention and intervention services

Registry duration increases with number of prior convictions: 5 years for one prior, 7 years for two priors, 10 years for three priors, and 20 years for four or more prior convictions

Takes effect January 1, 2026, applying to offenses committed on or after that date, though prior convictions from before that date may still count toward the registry requirement
