Applications and materials for chief executive officer positions at Tennessee public higher education institutions must be kept confidential until finalists are selected, with finalist records becoming public no later than 15 calendar days before the governing board's final vote

Search committees may recommend up to 3 candidates for top positions (university presidents, chancellors, community college presidents, etc.), and must hold at least one public forum with candidates no later than 7 days before the appointment vote

Tennessee Higher Education Commission must annually approve maximum allowable tuition and fee increases for all public institutions, applying only to in-state undergraduate students, while graduate and out-of-state tuition authority remains with individual governing boards

Commission must establish a formal process for identifying capital investment needs and categorize projects by workforce development, research needs, institutional priorities, or facility renovation

Amendments to the outcomes-based funding formula must be submitted for review to specified Senate and House committees before becoming effective
