Creates the "medical expense relief fund" within the state general fund to help next of kin and estates of deceased TennCare enrollees pay outstanding medical debts, including Medicaid estate recovery costs owed under federal law

Department of Human Services will administer the grant program, establishing application requirements, eligibility criteria based on debt amount and demonstrated need, and reporting requirements for accountability

Intended initial appropriation of $250,000,000 from the general fund, with the fund also able to accept public or private gifts and grants

State treasurer will invest fund moneys, with interest earnings remaining in the fund and unexpended balances carried forward to subsequent fiscal years

Effective July 1, 2025, contingent on funds being specifically appropriated in the general appropriations act
