Expands industrial development corporation authority to include single family, condominium, and townhome housing developments for low to moderate income, elderly, or handicapped persons, in addition to existing multifamily housing provisions

Authorizes industrial development corporations to finance public infrastructure located within the municipality that created the corporation

Streamlines economic impact plan amendments by allowing governing bodies to approve changes without requiring additional public hearings by the corporation

Permits brownfield redevelopment projects to include solar power facilities and allows economic impact plans to capture property taxes, sales taxes, or construction-related sales taxes in any combination

Allows tax increment financing plans for affordable and workforce housing developments to allocate all taxes from participating agencies to the tax increment agency, with the option to fix dedicated tax amounts for the term of the plan
