Priority schools defined as the bottom 5% of schools in performance, high schools failing to graduate one-third or more of students, and schools with chronically low-performing subgroups that have not improved after targeted support

Beginning with the 2025-2026 school year, LEAs must develop comprehensive support and improvement plans for priority schools that include needs assessments, evidence-based interventions, parent notification, and annual department monitoring

Establishes a three-tier progressive intervention system: Tier 1 allows LEA-led turnaround efforts; Tier 2 requires intervention committees, independent turnaround experts, or conversion to charter schools; Tier 3 involves school closure or department-directed leadership replacement

Requires the Department of Education to close the Achievement School District (ASD) and release all schools currently assigned to it before the 2026-2027 school year

Schools converted to charter schools as a priority school intervention option receive initial five-year charter agreements and may open immediately following conversion
