Updates the definition of "Food Code" to reference the 2009 FDA Food Code while allowing the commissioner to adopt subsequent versions by rule

Reduces inspection frequency requirements: certain facilities change from monthly to every 3 months, and others from every 6 months to annually

Authorizes the commissioner of health to set permit fees by rule for food service establishments, including restaurants, temporary food operations, child care centers, school food service, and farmers market food units, with fee increases capped at 3% annually and 5% per five-year period beginning January 1, 2026

Excludes short-term rental units and residential properties without permanent camping structures from the definition of "organized camp," exempting them from related regulations

Increases penalty fines for organized camp violations from $10-$50 to $50-$100, and establishes a penalty fee of half the permit fee for delinquent payments exceeding 30 days
