Creates a new felony offense for knowingly threatening to commit "mass violence" (acts that could cause serious bodily injury or death to 4 or more persons) through any means of communication, classified as a Class E felony

Elevates the offense to a Class D felony when threats target schools, houses of worship, government property, or live events; when the defendant has prior convictions; or when the defendant takes substantial preparatory steps like acquiring materials or conducting surveillance

Authorizes courts to order restitution for costs and damages from disruptions caused by mass violence threats

Establishes a new Class B misdemeanor for posting someone's phone number or home address on a public website with intent to cause harm, elevated to Class A misdemeanor if actual harm results

Takes effect July 1, 2025
