Modifies the transportation project proposal evaluation process by requiring selection committee members to score proposals using the department's scoring matrix, with scores compiled and ranked to identify the best-evaluated proposer

Requires selection committee members to complete affidavits confirming they have not improperly discussed proposals with department employees outside designated contacts or with proposers, agents, employees, or subcontractors

Expands the commissioner's emergency contracting authority for transportation system failures or imminent hazards, allowing special lettings, alternative delivery contracts, highway construction contracts, or noncompetitive selection of prequalified contractors with waiver of standard bidding provisions

Requires the commissioner to provide immediate written notice to legislative committee chairs, the commissioner of finance and administration, and the comptroller when entering emergency contracts, with documentation filed to the fiscal review committee within 30 days

Emergency contracts exceeding $100 million are exempt from transportation improvement program identification requirements, and the annual 28-contract limit on alternative delivery contracts does not apply to emergency contracts; most provisions take effect July 1, 2025, with scoring-related changes effective July 1, 2029
