Establishes the Farmland Preservation Fund as a special agency account within the general fund, administered by the Commissioner of Agriculture, to preserve farmland and forestland through conservation easement grants

Fund balances carry forward at fiscal year end without reverting to the general fund, and interest from investments returns to the fund

Creates a grant program for landowners to enroll property in permanent conservation easements held by qualified 501(c)(3) nonprofit organizations

Conservation easements under the program must allow agricultural and forestry buildings/structures, require landowner consent for easement transfers or amendments, and limit easement holder property access to reasonable times with landowner consent

Governmental entities are ineligible for grants; the act takes effect July 1, 2025, with immediate effect for rulemaking purposes
