Abolishes the Tennessee Board of Court Reporting and transfers all licensing, rulemaking, and disciplinary authority to the Commissioner of Commerce and Insurance, effective July 1, 2025

Establishes comprehensive rules for state governing bodies to conduct meetings with electronic participation, requiring public access via video/audio, meeting recordings posted within 2 business days and retained for 3 years, and at least one in-person quorum meeting per calendar year

Modifies CPA licensure requirements to allow either 150 semester hours with 1 year experience or 120 semester hours with 2 years experience, and grants automatic practice privileges to CPAs licensed in other states who passed the Uniform CPA Examination

Reduces inspection requirements for barber schools, cosmetology shops, and cosmetology schools from mandatory annual inspections to frequency determined by rulemaking by the respective boards

Standardizes board member term structures across multiple professional licensing boards (dentistry, chiropractic examiners, pharmacy, veterinary, speech pathology, athletic trainers), establishes 4-year terms for various commissions, and authorizes reciprocal licensing agreements with other states for regulated professions
