Commissioner of Human Services serves as chair, with first meeting required by July 1, 2025, and quarterly meetings thereafter; members serve without compensation

Task force must submit findings and recommendations to the General Assembly by July 1, 2026, including legislative proposals to implement the strategic plan

Task force dissolves upon completion of its report; effective July 1, 2025 for all purposes except appointments
