Expands the definition of child abuse to include when a person under 18 witnesses abuse of another child in their immediate family or household, or witnesses domestic abuse of another household member

Prohibits reunification of a child with a parent after foster care placement due to abuse unless the parent has achieved sufficient progress on permanency plan responsibilities and the child has received necessary mental health counseling

Requires permanency plans to include domestic violence services for parents when a child's foster care placement resulted from witnessing or being subjected to domestic abuse by that parent

Mandates semiannual reporting to legislative committees beginning January 31, 2026, on the number of children removed to foster care due to domestic abuse allegations, including outcomes such as returns home or continued department custody

Takes effect immediately upon becoming law due to public welfare necessity; passed April 16, 2025 and approved May 5, 2025
