Requires ticket resale platforms and websites to prevent the listing or sale of speculative tickets on their services

Establishes enforcement through the Division of Consumer Affairs in the Attorney General's office, which must create a complaint process for consumers

Imposes a mandatory penalty of $5,000 per violation, with each speculative ticket sold or offered counting as a separate violation

Takes effect July 1, 2025, applying to conduct occurring on or after that date
