Repeals Chapter 30 of the Private Acts of 1975 and Chapter 39 of the Private Acts of 1989, which established the Bedford County Road Board

Creates the office of County Road Superintendent as the chief administrative officer of Bedford County's highway department, responsible for building and maintaining county roads

County Road Superintendent will be elected by Bedford County voters starting in August 2028, and every four years thereafter; current superintendent continues until term expires

Candidates must have at least 5 years of full-time experience in highway or bridge construction work and be of good moral character

Requires approval by a two-thirds vote of the Bedford County legislative body to take effect; the Road Board continues operating until current members' terms expire
