Prohibits accumulating refuse that creates rodent harborage, health hazards, or public nuisances in Tipton County, and requires household refuse to be placed in closed, secured containers with wet garbage in waterproof bags

Assigns litter maintenance responsibilities to property owners/lessees for private dwellings, vacant lots, parking lots, and loading docks, with construction site cleanup falling to owners, contractors, and subcontractors

Designates the county landfill as the sole legal refuse repository, banning all other dumpsites except provisional municipal sites and personal disposal on one's own land that doesn't create nuisances

Prohibits political/commercial posters on public property and utility poles, dumping refuse into streams or sewers, and requires nonfunctioning vehicles on public areas to be removed within 3 days at owner's expense

Violations carry fines of $25 to $50 per day until remediated, and the act requires two-thirds approval by Tipton County's legislative body to take effect
