Prohibits any entity from securing a defendant's release on bail unless specifically authorized under Tennessee's bail chapter

Exempts defendants themselves, family members (within third degree of relation or household members), legal guardians, employers, and licensed professional bondsmen from the new restrictions

Limits non-exempt entities to posting bail for no more than 3 defendants per calendar year and no more than once per year for the same defendant

Requires non-exempt entities seeking to post bail to obtain approval under § 40-11-123 for each individual bond
