Adds 12 new aggravating factors for sentencing in rape of a child and aggravated rape of a child cases, including: victim under age 4, incest, position of trust/authority, prior sex offense convictions, registered sex offender status, filming/recording the offense, use of intoxicants or weapons, and especially heinous conduct

Eliminates victim participation or consent as a mitigating factor when the defendant is convicted of rape of a child or aggravated rape of a child

Expands death penalty eligibility to include rape of a child, adding it alongside first degree murder as an offense that can trigger capital sentencing procedures

Takes effect July 1, 2026, and applies only to offenses committed on or after that date
