Exempts disaster grants administered by the Tennessee Emergency Management Agency from standard state procurement requirements under Title 12, Chapter 3

Maintains applicability of Section 12-3-602 (related to preferences for Tennessee-based businesses) to disaster grants despite the broader exemption

Requires the agency to establish monitoring procedures to ensure recipients and subrecipients comply with disaster response and grant terms and conditions

Defines "disaster grant" as grants or subgrants awarded to or by the state for disaster response and recovery assistance programs authorized by law

Takes effect immediately upon becoming law
