Requires state and local governments to identify publicly owned properties that have been or may be used for immigration enforcement staging, and authorizes use of physical barriers like locked gates to restrict access

Mandates school and church employees report any attempted or actual immigration enforcement use of their property to supervisors, who must then notify the mayor's office and local law enforcement

Requires the Department of Safety and Attorney General to produce and distribute materials informing employees, students, and parishioners of their rights regarding federal agent entry to property
