Requires the Peace Officer Standards and Training Commission to issue a certificate of compliance to law enforcement officers upon separation from service or retirement

Former officers may renew certification annually if they completed approved recruit training, maintain current in-service training, obtain a letter of good standing from their former agency, prove Tennessee residency, and pay required fees

Certified former officers are not entitled to any pay supplement for maintaining the certification

Former officers must immediately notify the commission if they become a resident of another state, which makes them ineligible for certification renewal

Authorizes the commission to promulgate rules to implement the new certification program
