Requires all Tennessee LEAs and public charter schools to implement a computer-based system for teachers and staff to report student "early warning signs" including bullying, threats of violence, substance abuse, mental health issues, self-harm, and suicidal ideation

Mandates immediate notification to the school's threat assessment team whenever an early warning sign is entered into the system, triggering a review to determine if further action is needed

Requires annual reporting to the Department of Education on the number of early warning signs logged, disaggregated by reporter type (teacher vs. staff), students with multiple reports, and actions taken in response

Authorizes the Commissioner of Education to withhold state funds from non-compliant LEAs or charter schools

Effective July 1, 2026, with an exemption for schools that already have an early warning documentation system in place before that date
