Establishes comprehensive framework for Tennessee's participation in Article V constitutional conventions, including commissioner qualifications (U.S. citizen 5+ years, state resident 5+ years, age 25+, no lobbyist registration in past 5 years, no federal employment in past 10 years)

Requires commissioners be appointed by two-thirds vote of a joint session of the General Assembly, with equal representation from Tennessee's three grand divisions and an odd number of commissioners maintained

Creates a three-member Article V Convention Advisory Committee to monitor commissioners and provide guidance, with authority to suspend, recall, or remove commissioners who exceed their authorized scope

Prohibits commissioners from voting to alter individual liberty guarantees in the Constitution, changing the one-state-one-vote rule, or supporting non-germane amendments outside the convention's stated purpose

Makes voting outside authorized scope a Class E felony and bars commissioners from running for state senator, representative, or governor for four years after convention adjournment
