TN HB1500

Creates the Humphreys County Water Authority as a public governmental body and political subdivision of Tennessee to plan, acquire, operate, and finance water and wastewater systems for Humphreys County and the surrounding region

Establishes a 5-member board of commissioners with initial appointments from Humphreys County (2 members), City of Waverly (1), City of McEwen (1), and City of New Johnsonville (1), serving staggered 3-4 year initial terms with subsequent 4-year terms

Grants the Authority broad powers including issuing bonds and notes, acquiring property through eminent domain, setting rates and fees, entering contracts, and employing staff, but explicitly excludes the power to levy taxes

Exempts the Authority and its bonds from state, county, and municipal taxation, and places the Authority outside Tennessee Public Utility Commission jurisdiction while remaining subject to Department of Environment and Conservation regulation

Requires approval by a two-thirds vote of the Humphreys County legislative body before taking effect
