Grants the Tennessee Corrections Institute authority to establish certification requirements for corrections officers and to inspect and certify local correctional training academies for jails, lock-ups, and workhouses

Protects local facilities from decertification if they submit a corrective action plan within 90 days of inspection for deficiencies related to staffing, capital projects, or issues not affecting life/safety

Limits corrective action plans to 12 months for easily resolvable deficiencies, or up to 5 years maximum without unanimous board approval; prohibits plans for deficiencies directly impacting safety and security

Authorizes the board of control to establish uniform training standards for corrections recruits and officers, including requirements for initial certification, continued certification, and revocation

Adds directors and full-time employees of the Tennessee Corrections Institute to those authorized to carry firearms in the performance of their duties; effective July 1, 2026
