Establishes a capitol hill protection zone encompassing the state capitol, capitol annexes, War Memorial Building, Legislative Plaza, Cordell Hull Building, Supreme Court Building, State Library and Archives Building, John Sevier State Office Building, James K. Polk State Office Building, William R. Snodgrass Tennessee Tower, and surrounding grounds and roads

Commissioner of safety must ensure adequate law enforcement staffing to protect state officials, employees, and the public within the zone

Assigned officers receive concurrent jurisdiction with local law enforcement, including authority to arrest, carry firearms, and investigate crimes

Officers must be POST-certified and may include Tennessee Highway Patrol members, division of protective services officers, and state facility protection officers; additional training required on protest laws and handling large public gatherings
