Expands Buffalo River scenic designation to include the entire river, removing the previous exclusion of portions in Wayne, Perry, Humphreys, and Lewis counties

Extends Duck River scenic protection to cover the entire river except the Normandy Reservoir segment, replacing previous limited designations covering only river miles 98-128 and 136.4-173.7

Adds four new waterways to Class II Pastoral River Areas: Beaverdam Creek, Lick Creek, Piney River, and Swan Creek—all tributaries of the Duck River in Hickman, Williamson, and Dickson counties

Broadens existing statutory provisions previously specific to Duck River to apply to "any river" under the scenic rivers program

Takes effect immediately upon becoming law
